Attestation of spatial planning managers

If you are applying for a new certificate as a spatial planning manager:

1. read the qualification requirements for certification;
2. Submit to the SSVA ():
   An application for certification and the certification documents listed below:
   
   • a copy of an identity document (passport or other document). If there has been a change of name - documentation of the change;
   • a certified copy of the applicant's diploma (a copy of the diploma obtained abroad, together with a translation into the national language);
   • a curriculum vitae describing your work and other activities related to the field to be certified;
   • a copy of the certificate in the case of additions (other duties) or changes;
   • a list and copies of the main spatial planning documents prepared and approved in the last 3 years;
   • other documents proving your qualifications.
3. pay for the certification services in accordance with the fees approved by the Minister for the Environment;
4. pass a legal knowledge exam in accordance with the Programme approved by the Ministry of the Environment;
5. Wait for an invitation from the SSVA to attend a meeting of the Attestation Board or a decision on whether to issue a certificate;
6. Collect your sertificate.
   

   And don't forget to keep up your professional development by applying to SSVA every 5 years for a periodic reassessment of your professional development.

If you wish to have your indefinite certificate supplemented:

• You must meet the requirements for that activity;
• Submit your application and certification documents to the SSVA.

The same procedures apply for the extension of a certificate as for a new certificate.

The Head of Spatial Planning (hereinafter referred to as "Head"), after obtaining the certificate, is obliged to improve his/her qualification by attending at least 20 hours of lectures in the field of preparation of spatial planning documents and in the field of legal and professional knowledge, at least once in every 5 years (see Article 40 (5) of the Law on Spatial Planning).

If the Manager has not submitted the required qualification development documents or the Certification Commission has concluded that the Manager's qualification development is inadequate, the SSVA shall apply the measure of influence referred to in Article 40(5) of the Law on Spatial Planning: "5. <...> If the certifying organisation finds that the holder of the certificate has not complied with this requirement, the validity of the certificate shall be suspended for a period of up to 6 months until the certified person submits to the certifying organisation the documents confirming the qualification development in accordance with the procedure laid down by this organisation. <...>".

Qualification requirements for civil engineers from the European Union, other countries of the European Economic Area or the Swiss Confederation

The description of the procedure for the certification of spatial planning managers shall not apply to nationals of another Member State of the European Union, of the Swiss Confederation or of a country that is a signatory to the European Economic Area Agreement, provided that they are in possession of a certificate issued by a competent authority of another Member State of the European Union, of the Swiss Confederation or of a country that is a signatory to the European Economic Area Agreement or of another document demonstrating that they are authorised to engage in the practice of activities corresponding to the drafting of planning documentation in the country of origin.

The programme of the professional and legal knowledge examination for natural persons who wish to acquire the right to manage the preparation of special spatial planning documents is approved by the Order of the Minister of the Environment No D1-426 of 18 May 2017 "On the Approval of the Programme of the Professional and Legal Knowledge Examination for Natural Persons Who Wish to Acquire the Right to Manage the Preparation of Special Spatial Planning Documents".

The examination of professional and legal knowledge shall be conducted in the official language. The questions of the legal knowledge tests shall not be published.

Procedures for taking the legal knowledge examination:

1. Each Applicant shall be given a test with 20-questions at the time of the examination;
2. Each question has 3 possible answer options;
3. 35 minutes to select the correct answers;
4. If the Candidate does not mark all the correct answers, the question is deemed to have been answered incorrectly;
5. The applicant's legal knowledge will be assessed positively if at least 15 questions are answered correctly;
6. The result of the legal knowledge examination shall be communicated on the same day after the examination.

If the applicant receives a negative mark in the legal knowledge examination, he/she may retake the examination no earlier than 5 working days after the date of the examination mark. Those wishing to retake the Legal Knowledge Examination (see forthcoming examinations) must register online.
