The qualification of the attested person must comply with the requirements specified in Chapter V "QUALIFICATION REQUIREMENTS OF CERTIFICATION EXPERTS AND ATTESTATION EXPERTS" of STR 1.02.09:2005.
8. A person wishing to acquire the right to be a Certification Expert (hereinafter referred to as the "Applicant") must have a document(s) confirming any qualification (education and work experience)* related to the main areas of construction technical activities**, recognized by a governmental authority in accordance with the established procedure:
8.1. issued upon completion of university studies in higher education institutions of the Republic of Lithuania or the former LSSR [4.4];
8.2. issued by a competent authority of a Member State (other than the Republic of Lithuania), appointed in accordance with the legislation of that State;
8.3. issued in a Member State (other than the Republic of Lithuania) after successful completion of studies in a Member State and recognised as equivalent by the competent authority of that State;
8.4. issued in a Member State (other than the Republic of Lithuania) and certifying that:
8.4.1. the holder has completed secondary school and at least 3 years of full-time or part-time studies of an equivalent duration at a university, higher education or other educational institution of a similar level, as well as additional professional studies, if so determined by the Member State;
8.4.2. the owner has obtained a professional qualification as a civil engineer;
8.4.3. the major part of the studies took place in a Member State, or it is evidence of a qualification as a civil engineer obtained in another State, provided that the Member State which has recognised it has issued the holder with evidence of 3 years' professional experience in a Member State;
8.5. issued by a competent authority of another State designated in accordance with the legislation of that State.
9. The applicant must have at least 3 years of experience in one of the fields of construction from the date of obtaining the education referred to in Article 2(92) of the Construction Law.
10. The applicant shall have completed a training course on energy performance certification of buildings in accordance with a training programme approved by the Minister of the Environment and shall hold a certificate of completion of the course.
Qualifications - education and work experience - are assessed on the basis of a comprehensive set of supporting documents.
The main areas of construction technical activities are specified in Article 12 of the Construction Law of the Republic of Lithuania.
