Vadim Naumov, Chief Architect of Bucha, the Kyiv region of Ukraine, visited Vilnius this week. Representatives of the Construction Sector Development Agency (SSVA) introduced him to the urban development of the capital city and showed him around Paupis district, one of the largest conversion projects in Lithuania.

Lithuania, Borodyanka and Bucha have signed a Memorandum of Understanding on the implementation of a 3D city planning tool in Ukrainian cities. The tool was used to analyse the environmental, landscape and population impacts of the new neighbourhood Paupys.

"Paupys is a good example of sustainable development, how smart urban planning can be used to renovate neighbourhoods and redevelop former industrial areas. We also talked to the Chief Architect of Bucha about the mistakes that Ukrainians should not make when rebuilding their cities", says Mindaugas Pakalnis, Head of Urban Planning at SSVA.

The project, which will be implemented by SSVA, will create a platform where not only ongoing but also planned construction projects in Borodyanka and Bucha can be visualized in three-dimensional space to see the impact they will have on the environment and the population.

This tool will be useful for all those who contribute to the reconstruction of the destroyed cities, both in terms of design and construction.

The first phase of the project will involve the development of a digital platform and the collection and uploading of 3D images of the city. This would be the basis for the development of a 3D planning tool tailored for Ukrainian cities.

"The project developed by SSVA and its partners is a smart digital solution for Ukrainian cities, helping to rebuild them better than they were before the war. This is an internationally agreed goal. 3D urban planning will enable all reconstruction projects to be better planned and more efficient," says Tomas Gulbinas, SSVA's Special Project Manager for Ukraine.

Lithuania will also train the staff of the municipalities of Borodyanka and Bucha not only on how to use the tool, but also on how to further develop and improve it.

The 3D planning tool is expected to be ready by Q2 2024.
