BIM-LT

At present, the use of resources devoted to the planning, design, construction, operation and management of public sector buildings is often inefficient. This inefficiency is due to a number of cross-cutting reasons, such as the lack of relevance of public sector buildings to the needs of the developer and to the public interest, the inadequate assessment and ineffective planning of the costs and benefits of investments in the life cycle of a building, etc. Investment alternatives are often not analysed, and there is a lack of reliable information to determine what difference an investment in buildings, utilities, communications makes to the provision of a particular public service. Public sector developers do not formulate clear objectives and needs for the construction of a building before starting to design it, or they are not taken into account in the project. When designing a building, the tasks of analysing options for design solutions (energy efficiency, rationality of construction technology, sustainability of construction products) are not sufficiently addressed, with the aim of ensuring the rational, efficient use of resources and the sustainable use of natural resources in the construction, operation and demolition of the building.

In order to address these issues, the Ministry of the Environment of the Republic of Lithuania is implementing the project No. 10.1.1-ESFA-V-912-01-0029 "Development of Measures to Increase the Efficiency of Public Sector Building Life Cycle Processes through Building Information Modelling" (hereinafter referred to as the "BIM-LT project"). The project is financed from the funds allocated to the measure "Promoting National Reforms and Improving the Performance of Public Administration Institutions" under the Operational Programme for Investment of the European Union Funds 2014-2020, Priority 10 "Public Governance that Responds to the Needs of Society and is Progressive" No 10.1.1-ESFA-V-912.

The aim of the BIM-LT project is to increase the efficiency of the use of resources for the planning, design, construction, operation and management of public sector buildings through the application of Building Information Modelling (BIM) tools.

The objective of the BIM-LT project is to develop tools to improve the efficiency of planning, design, construction, operation, management of public sector buildings through the use of BIM.

BIM-LT project partners: Vilnius Gediminas Technical University, Kaunas University of Technology, The Lithuanian Road Administration, State Enterprise Property Bank and Public Institution Construction Sector Development Agency.

The BIM-LT project activities are carried out by: the BIM-LT Project Activity Group, consisting of experts from Vilnius Gediminas Technical University and Kaunas University of Technology, the BIM-LT Project Activity Advisory Group, consisting of BIM-LT project partners, representatives of the Ministry of Environment and external experts. The BIM-LT Project Advisory Committee, representing public sector clients (builders) and representatives of designers and contractors, advises on the implementation of BIM-LT project activities.
